International Delegates and Executives Congress

The highest decision body of the Association shall be vested in the International Delegates and Executives Congress (hereinafter called the Congress)

Composition of the Congress

1. The International Delegates and Executives Congress shall be made of specific eligible delegates of the Association in good standing who shall have satisfied the provisions of registration to partake in the quadrennial congress convened in accordance with this constitution
2. The Association shall hold the quadrennial congress every four (4) years at the international headquarters or as shall be determined by the Council in special circumstances
3. The quadrennial congress shall be held for the sole purpose of elections of officers and other important matters of the association
4. The Electoral Commissioner shall Chair the quadrennial congress or in his absence the deputy electoral commissioner

Functions of Congress

The Congress shall:

1. Receive the reports of the Council
2. Receive the report of the Chief Executive of the Association
3. Receive the Report of the Senior Vice President for all continents
4. Receive the Report of the Secretary General of the Association
5. Receive the Report of the Chairman of the Board of Governors
6. Receive manifestos of aspirant officers
7. Elect members to fill vacancies on the Council
8. Induct members into offices on the Council
9. Transact any other business as may be necessary
